ADS is open also for those who do not work as professors or civil servants. As for scholarships to study in the U.S. offered by the Fulbright Foundation, while studying in the UK there is a Chevening Scholarship from the British Government (for the S-2).
For Singapore, the government of the country’s industrious enough to offer a scholarship, either partially (for the S-1) or full (for the S-2 and S-3). For Germany there is the DAAD Scholarship from the German Government.
Another source is the direct search for scholarships in universities abroad. Generally, there universities offer scholarships to the levels of S-3 (doctoral). It’s known, not many people are “desperate” to take a doctoral program.
The course of study that are less popular generally offer more scholarships. Many are complaining so hard to find a scholarship to take Management Master Program (Master of Business Administration). Of course, difficult as this is a very popular program.
